As of November 1, 2005
all new and uncommitted projects will
be required to use the forms below and
the associated incentives.

You can download these forms, enter your
project data and save them like any Microsoft
Word or Excel document. PDF electronic
forms may be printed directly from the
website and completed by hand.
Project
Notice (Form 510N) – For any
of the program tracks use this form
to notify the program of your intent
to participate in the program.
Standard Track Projects
Standard
Track Project Workbook (Forms
520S and 540S) – This workbook contains
an Incentive Application, Completion
Certification and worksheets for lighting,
motors, air conditioners, heat pumps,
air-to-air heat exchangers, chillers,
demand control ventilation, variable
speed drives and natural gas equipment.
Technical
Assistance Workbook (Forms 520T and
540T) – This workbook contains
a Technical Assistance Incentive Application
and Completion Certification. This
is to be used if your Standard Track
project total potential incentive
is more than $3,000 and you’d like
to apply for a Technical Assistance
incentive of $500 to assist you in
assessing which energy efficiency
measures will qualify for the Standard
Track equipment incentives.
Assistance
Grant – Standard Project (Form 530S) – This agreement will
need to be completed in order for
you to receive a $500 Technical Assistance
incentive.
Custom Track Project
Custom
Track Project Workbook (Forms
520C and 540C) – This workbook contains
an Incentive Application and Completion
Certification for Custom Track projects.
Commissioning
Project Workbook (Forms 520CX
and 540CX) – This workbook contains
an Incentive Application and Completion
Certification for commissioning
eligible measures from Custom Track
projects.
Cost-Effectiveness
Calculator Tool – This tool
is used by the program to screen
all custom energy efficiency measures.
A measure must have a benefit-cost
ratio of 1.0 or greater to be eligible
for an incentive. The tool is provided
as a convenience so energy efficiency
measures may be screened prior
to submitting an incentive application
to the program. Detailed instructions
are provided in the tool. Before
using the tool please contact a
program representative.
Technical
Assistance Workbook (Forms
520T and 540T) – This workbook contains
a Technical Assistance Incentive Application
and Completion Certification. This
is to be used if your Custom Track
would like to receive funding for
energy modeling and design assistance.
Up to 50%, up to a $25,000 cap, of
the total incentive per Custom Track
project is available for energy modeling
and design assistance.
Assistance
Grant – Custom Project (Form
530C) – This agreement will need
to be completed in order for you
to receive an incentive for energy
modeling and design assistance.
Energy
Analysis Certification (Form
550C) – Certified and licensed engineers
may use this form to establish credibility
with the program. The intent of the
form is to facilitate processing of
Custom Track project energy analyses.
This is not a required form for participating
in the New Building Efficiency program.
LEED-NC Track Projects
USGBC
LEEDTM Track Project Workbook (Forms
520L and 540L) – This workbook contains
an Incentive Application and Completion
Certification for USGBC LEEDTM Track
projects.

Oregon
Business Energy Tax Credits
New construction and renovation projects
are eligible for the Oregon Department
of Energy Business Energy Tax Credit.
The tax credit can significantly reduce
the cost of investing in energy efficiency
improvements for your project. New
Building Efficiency program representatives
will assist you with your BETC application.

The Oregon Department of Energy also
offers a Business Energy Tax Credit
based on the US Green Building Council’s
Leadership in Energy and Environmental
Design (LEED) certification system.
The sustainable building tax credit
offers a new approach for business
owners to receive a tax credit. It
is based on the square footage of
the entire building. Oregon has selected
the second level of LEED certification,
or Silver rating, as its standard
for the tax credit. For more information

Oregon
Department of Energy High Performance
School Program
The New Building Efficiency program
has partnered with the Oregon Department
of Energy High Performance School
program to offer a combined package
of services and incentives for new
K-12 schools. For more information

Oregon
Department of Energy Loan Program
The purpose of the Energy Loan Program
is to promote energy conservation
and renewable energy resource development.
The program offers low-interest loans
for projects that:
- Save energy.
- Produce energy from renewable
resources such as water, wind,
geothermal, solar, biomass, waste
materials or waste heat.
- Use recycled materials to create
products.
- Use alternative fuels.
The Energy Loan Program can loan to
individuals, businesses, schools,
cities, counties, special districts,
state and federal agencies, public
corporations, cooperatives, tribes,
and non-profits. Projects must be
in Oregon. For more information on

BetterBricks
A frequent partner with the New
Building Efficiency program on
commercial new construction and
major renovation projects, BetterBricks
is dedicated to raising awareness
and demand for energy efficiency
in buildings by sharing information
and resources with the people who
design, own and operate them. BetterBricks
offers lighting labs for mock-ups
and sun simulators to discover
the most effective lighting schemes
for your building, technical assistance
and analysis for design teams developing
sustainable, high performance commercial
buildings and many other services
for Northwest builder owners, developers,
facility managers, architects,
and engineers to help them create
more energy effective buildings.
BetterBricks is a major project
of the Northwest Energy Efficiency

Tax
Incentives Assistance Project (TIAP)
The Tax Incentives Assistance Project
(TIAP), sponsored by a coalition of public
interest nonprofit groups, government
agencies, and other organizations in
the energy efficiency field, is designed
to give consumers and businesses information
they need to make use of the federal
income tax incentives for energy efficient
products and technologies passed by Congress
as part of the Energy Policy Act of 2005.
Commercial
Building Tax Deduction Coalition
The Commercial Building Tax Deduction
Coalition is working to ensure the new
tax incentives of the Energy Policy Act
of 2005 to improve the energy efficiency
of commercial buildings are implemented
smoothly and to promote awareness and
information about its benefits, and energy
efficiency improvements in commercial
buildings.

The New Building Institute has launched
www.advancedbuildings.net, the
new home of Getting to Fifty™.
This exciting new resource is aimed
at helping building professionals
achieve the tax benefits provided
by the Energy Policy Act of 2005.
The website provides a searchable
database of in-depth information
on projects whose energy performance
reaches or exceeds 50 percent beyond
ASHRAE 90.1-2001.
Greener
Buildings
This site provides information and tools on the full spectrum
of environmental issues related to buildings and facilities.
It promotes positive, cost-effective practices that improve buildings'
environmental performance while simultaneously reducing costs
and negative health impacts. New columns and features appear
monthly. The site also features daily news, case studies, tools,
calculators, and a free electronic monthly newsletter.
G/Rated
G/Rated is a program of Portland's
Office of Sustainable Development's
(OSD) Green Building Division. Created
in partnership with the Sustainable
Development Commission and the input
of over 160 local developers, architects,
engineers, affordable housing providers,
advocacy groups, and city employees
in 1999, G/Rated is one of the most
comprehensive and credible resource
for green building practices and research

State
Energy Efficiency Design program (SEED)
SEED was originally established in
1991 as a result of an Oregon State
law that directs state agencies to
work with the Oregon Department of
Energy to ensure cost-effective energy
conservation measures (ECMs) in new
and renovated public buildings. It
was revised in 2001 to require that
all state facilities constructed on
or after June 30, 2001 exceed the
energy conservation provisions of
the Oregon State building code by
20 percent or more. Click

This website provides up-to-date information
on integrated "whole building
design" techniques and technologies.
Energy
Design Resources
This
site offers a valuable palette of
energy design tools and resources
that help make it easier to design
and build energy-efficient commercial
and industrial buildings. The
site provides educational materials for
architects, engineers, lighting designers,
and developers on techniques and technologies
that contribute to energy efficient nonresidential
new construction. Additionally,
design tools that reduce the time
spent evaluating the energy use impact
of design decisions are provided here
at no cost.

STAR®
The ENERGY STAR website provides links
that may be of assistance to building

Collaborative
for High Performance Schools (CHPS)
This California-based organization
helps school districts and their design
teams bring better performance into
the classroom. The goal of the
Collaborative is to facilitate the
design of high performance schools:
environments that are not only energy
efficient, but also healthy, comfortable,
well lit, and containing the amenities
needed for a quality education.
High
Performance School Design Training
This training program, created by
the New York State Energy Research
and Development Authority (NYSERDA),
and sponsored by the U.S. Department
of Energy and the National Association
of State Energy Officials, has been
developed to help those involved in
the process of designing and building
schools make sure these schools perform
at peak capacity. Interactive courses
on this site are offered free of charge
as a public benefit for design and
engineering professionals specializing
in sustainable design for K-12 schools.
Oregon
Building Energy Code
The energy conservation requirements
for all buildings constructed in Oregon
are contained within the state's building
codes. These pages are designed
to offer background and documents
on Oregon's energy code for buildings.
New
Buildings Institute
The New Buildings Institute is a not-for-profit
public benefits corporation dedicated
to making buildings better for people
and the environment. The organization's
mission is to promote energy efficiency
in buildings through policy development,
research, guidelines and codes. Buildings
use approximately one-third of all
energy in the United States. They
are also long lived, so that energy
inefficiencies in buildings can remain
for fifty years or longer. While it
is often economical to retrofit buildings
for greater energy efficiency, it
is always cheaper to make them more
efficient at the time they are being
designed and constructed. On their
website, the New Buildings Institute
offers comprehensive design guides
and resources for advanced lighting,
absorption chillers, water heaters,
roof insulation, high-performance

Green Building Council/LEED
The LEED (Leadership in Energy and
Environmental Design) Green Building
Rating System™ is a voluntary, consensus-based
national standard for developing high-performance,
sustainable buildings.
Efficiency for Churches – Oregon
Interfaith Power and Light
The Oregon Interfaith Global Warming
Campaign engages Oregon’s faith community
in addressing energy efficiency issues.
As part of the campaign, the Oregon
Interfaith Power & Light (OIPL)
was initiated. OIPL empowers congregations
and their members to conserve energy
and invest in clean renewable energy.
OIPL offers educational and consulting
services, the Energy Pledge and information
resources.
Online
Directory of Certified Equipment from
the Air-Conditioning and Refrigeration
Institute, Inc. (ARI)
This online directory contains product
information, including certified capacity
ratings, certified efficiency ratings,
sound ratings, energy efficiency ratios,
coefficient of performance, pressure
drops, and other product performance
information for air conditioners, heat
pumps, and other HVAC equipment.
Architecture
2030
Architecture 2030 was established in
2005 and the organization’s mission
is to conduct research, and provide
information and innovative solutions
in the fields of architecture and
planning, in an effort to address
global climate change.

Consortium
for Energy Efficiency (CEE)
The Consortium for
Energy Efficiency (CEE), a nonprofit
public benefits corporation, develops
initiatives for its North American members
to promote the manufacture and purchase
of energy-efficient products and services.
High-Performance 4’ T8 lamp and ballast
systems that comply with appropriate
energy efficiency standards set by CEE
are the only lamp/ballast combinations
eligible for High-Performance T8 fixture
incentives through the New Building Efficiency
program Standard Track. This requirement
is noted on the Standard Project Incentive
Application: Form 520S for all High Performance
T8 fixtures.
