Insulation: Self-Install

Proper insulation can save you energy and money and keep you comfortable year round. Insulating your floors and ceiling offers greater indoor comfort, reduced noise from the outside and lower heating and cooling costs.

Energy Trust offers cash incentives for eligible customers who install their own insulation. We inspect all self-installed measures prior to incentive payment. Self-installed measures do not qualify for a multiple measure bonus or low-interest financing. Participants must review and install to the requirements in our Weatherization Specification Manual.

Energy Trust Incentives
Ceiling Insulation—$0.25/square foot
Existing insulation must be R-19 or less, and you must insulate to R-38.

Floor Insulation—$0.45/square foot
Existing insulation must be R-11 or less, and you must insulate to R-25 or fill floor cavity.

Duct and Wall Insulation—To receive Energy Trust incentives for duct insulation and wall insulation, a licensed contractor must perform the work.

Oregon Residential Energy Tax Credit—None available
(State tax credits are not available for insulation)

We inspect all self-installed measures prior to incentive payment. Self-installed measures do not qualify for a multiple-measure bonus or low-interest financing. Review the requirements outlined in our Weatherization Specification Manual.

Follow these easy steps to get cash back for your energy-saving insulation.

Step 1 — Qualify for pre-approval. Contact us toll free at 1-866-368-7878 to receive pre-approval on your work. You may choose to request an optional FREE Home Energy Review* for your home, as well.

Homes that heat with oil, propane, kerosene, butane or wood can conduct their own energy audit and apply for cash rebates for installed weatherization measures through the Oregon Department of Energy's SHOW (State Home Oil Weatherization) program.

Step 2 — Install insulation according to specifications in the Energy Trust Weatherization Specification manual.

Step 3 — Sign and submit Form 320S Incentive Application and Checklist (Weatherization, Self Installed). Submit your insulation receipts with this form within 120 days of initial measure installation.

Submit to:

Home Energy Solutions
P.O. Box 847
Portland, OR 97207
or fax to: 1-866-516-7592

Step 4 — Complete a post installation inspection. When we receive your form, we will call you to schedule an inspection. Self-installed measures are inspected prior to incentive payment.

Please allow six to eight weeks for incentive processing and payment. Incentives subject to change.

* Energy Trust serves Oregon customers of Portland General Electric, Pacific Power, NW Natural and Cascade Natural Gas.

For maximum performance, have an experienced contractor perform a blower door test and air seal any air leaks in your home, prior to installing insulation.

Photo Top: All Weather Home Remodeling blew cellulose insulation into the unfinished attic space of the Sturges’ home to help keep it cozy. Because warm air rises, an uninsulated attic allows heat to escape more quickly. Proper attic insulation keeps heat where it belongs: in the rooms below.
