The Oregon Public Utility Commission completed its ruling on third party ownership of solar photovoltaic installations, and determined these projects can be net metered, and that third party owners are not considered energy service suppliers. This ruling allows the many third party owned commercial solar projects underway to move ahead, and clears an obstacle to the development of future projects.
