Understanding Oregon’s Building Energy Performance Standards program for large commercial buildings
Join us for the final Building Energy Simulation Forum (BESF) webinar of the year on November 7 as we explore the new Oregon Energy Performance Standard policy for commercial buildings. During this webinar, participants will learn about the Oregon standards and targets that address energy use and emissions from new and existing commercial buildings, which currently account for nearly 20% of energy use in the state.
Blake Shelide, from the Oregon Department of Energy (ODOE), will lead the discussion on the new policies that may require many large commercial buildings to enhance their energy management practices and implement efficiency measures to meet energy use targets that will be modeled after ASHRAE Standard 100.
In this webinar, we will discuss:
- What you need to know about the new Building Energy Performance Standards program administered by ODOE
- How the program will help to establish the processes and energy targets that comply with the Oregon BPS and how to manage compliance reporting
- When ODOE will be conducting stakeholder outreach to administer the program and how project teams can provide critical input from a variety of perspectives
The public comment period on draft rules for Building Performance Standards is open through November 15 and there will be a public comment hearing on November 13.

Meet our presenter:
Blake Shelide, PE, codes and standards manager for the Building Energy Performance Standards program, Oregon Department of Energy
Blake is the manager of the Codes and Standards section with the Oregon Department of Energy and is the lead for the agency’s role in administering product efficiency standards, Building Performance Standards, and supporting the Oregon energy code, among other policies and programs. Prior to his current role, Blake served as a Facilities Engineer with ODOE providing technical expertise across ODOE programs. Blake is a licensed mechanical engineer in Oregon and his career has included work as a consulting design engineer as well as serving as a corporate energy manager for a large industrial manufacturer. Blake also works with public agencies in Oregon to assist with energy efficiency for new facility design and retrofits and to track and reduce energy consumption.
