Properly insulating your floors, walls and attic can keep you comfortable throughout the year, reduce outside noise, save energy and lower your heating and cooling costs. A professional insulation installer can help you maximize the performance of your insulation by sealing air leaks before installing the insulation, increasing your comfort and energy savings.

  1. Establish your eligibility.

    If you live in Oregon, you must heat your home with electricity or natural gas provided by Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas or Avista.

    If you live in Washington, you must heat your home with natural gas provided by NW Natural.

  2. Select a contractor and have the work completed.

    To receive an Energy Trust cash incentive, Oregon customers can contact a qualified energy-efficiency-trained Energy Trust trade ally contractor or any contractor with a current Oregon Construction Contractors Board license or current Washington contractor’s license.

  3. Sign and submit your incentive application within 60 days of installation.

    Your contractor may help you complete the application form. Please allow six to eight weeks for incentive processing and payment.

Oregon

For homes heated with gas:

Insulation Incentive Requirements
Attic insulation $0.25 per square foot

If existing condition is R-12 or less, insulate to R-38.

If existing condition is between R-13 and R-18, insulate to R-38 (up to $100 total).

Floor insulation $0.30 per square foot

If existing condition is R-0, insulate to R-30 or fill floor cavity.

Up to $150 total; must be installed with qualifying attic insulation installation and be submitted on the same incentive application.

Floor insulation incentives are also available for existing manufactured homes; if existing insulation levels are R-11 or less, insulate to R-30 or fill the floor cavity.

Rim joist insulation $0.30 per square foot

If existing condition is R-4 or less, insulate to R-15 or fill cavity.

Wall insulation $0.30 per square foot

If existing condition is R-4 or less, insulate to R-11 or fill wall cavity; all heated exterior wall surfaces must be insulated.

Up to $150 total; must be installed with qualifying attic insulation installation and be submitted on the same incentive application.

Knee wall insulation $0.30 per square foot

R-15 for 2×4 cavities; R-21 for 2×6 cavities; cover attic side of wall with vapor permeable air barrier. Please note: Attic insulation must be R-19 or higher in order for knee wall insulation to be eligible for an incentive.

Boiler pipe insulation $0.50 per linear foot

If existing condition is R-2 or less, insulate to R-8.

For homes heated with electricity:

If existing condition is R-4 or less, insulate to R-11 or fill wall cavity; all heated exterior wall surfaces must be insulated.

Knee wall insulation $0.30 per square foot

If existing condition is R-4 or less, insulate to R-15 for 2×4 cavities; R-21 for 2×6 cavities; cover attic side of wall with vapor permeable air barrier.

Duct insulation 50 percent of cost, up to $100

If existing condition is R-2 or less, insulate to R-11; must be sealed before insulation is applied. Please note: A carbon monoxide monitor is required on every floor with a bedroom.

Boiler pipe insulation $0.50 per linear foot

If existing condition is R-2 or less, insulate to R-8.
