Properly insulating your floors, walls and attic can keep you comfortable throughout the year, reduce outside noise, save energy and lower your heating and cooling costs. It’s also a weatherproofing technique many homeowners can tackle themselves. To maximize the performance of your insulation, make sure you have the proper materials, and seal air leaks in installation areas.

    If you live in Oregon, you must heat your home with electricity or natural gas provided by Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas or Avista.

    If you live in Washington, you must heat your home with natural gas provided by NW Natural.

  2. Seal air leaks and install insulation in qualifying areas according to the requirements outlined in the weatherization section of our Specifications Manual.

  3. Sign and submit your application and checklist form within 60 days of installation.

    Please allow six to eight weeks for incentive processing and payment.

Oregon

For homes heated with gas:

Insulation Incentive Requirements
Attic/ceiling insulation $0.25 per square foot

If existing condition is R-18 or less, insulate to R-38.

Floor insulation $0.30 per square foot

If existing condition is R-11 or less, insulate to R-30 or fill floor cavity.

Up to $150 total; must be installed with qualifying attic insulation installation and be submitted on the same incentive application.

Knee wall insulation $0.30 per square foot

If existing condition is R-4 or less, insulate to R-15 for 2×4 cavities; R-21 for 2×6 cavities; cover attic side of wall with vapor permeable air barrier. Please note: Attic insulation must be R-19 or higher in order for knee wall insulation to be eligible.

For homes heated with electricity:

Insulation Incentive Requirements
Attic/ceiling insulation $0.25 per square foot

If existing condition is R-18 or less, insulate to R-38.

Floor insulation $0.30 per square foot

If existing condition is R-11 or less, insulate to R-30 or fill floor cavity.

Knee wall insulation $0.30 per square foot

If existing condition is R-4 or less, insulate to R-15 for 2×4 cavities; R-21 for 2×6 cavities; cover attic side of wall with vapor permeable air barrier. Please note: Attic insulation must be R-19 or higher in order for knee wall insulation to be eligible.

For single-family rental properties heated with gas or electricity:

Attic/ceiling insulation $0.50 per square foot

If existing condition is R-18 or less, insulate to R-38.

Floor insulation $0.40 per square foot

If existing condition is R-11 or less, insulate to R-30 or fill floor cavity.

Knee wall insulation $0.30 per square foot

If existing condition is R-4 or less, insulate to R-15 for 2×4 cavities; R-21 for 2×6 cavities; cover attic side of wall with vapor permeable air barrier. Please note: Attic insulation must be R-19 or higher in order for knee wall insulation to be eligible.
