Energy Trust of Oregon to bid residential program management contract

Request for Proposals to be released on March 24

PORTLAND, Ore. — March 3, 2017 — Energy Trust of Oregon plans to release a Request for Proposals for program management of its residential program and delivery of specific market-focused program offerings. It is Energy Trust board policy and national best practice to periodically put contracts out to bid with the objective of delivering effective services and high value for utility customers.

Energy Trust will release the Request for Proposals, RFP, on March 24, 2017, with proposals due to Energy Trust on May 8, 2017. Work under the new program management contract will begin on January 1, 2018. Energy Trust will negotiate with the selected contractor for a two-year contract with three optional one-year extensions.

The RFP follows a decision to consolidate Energy Trust’s three current residential programs — Existing Homes, New Homes and Products — into a single residential program serving all customers and delivered by one program management contractor (PMC). Energy Trust serves all residential customers of Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas and Avista in Oregon and NW Natural in Washington.

In addition to seeking one PMC to manage the residential program, Energy Trust will also consider proposals to deliver specific market-focused program offerings, including to support market adoption of efficient lighting and newly constructed homes.

Through Energy Trust, residential customers have access to a range of cash incentives and expertise for making energy-efficiency improvements in their homes. In 2017, Energy Trust incentives for these customers are budgeted at approximately $30 million. Energy Trust’s energy savings goals for the residential program total 14.8 average megawatts of electricity and more than 3 million therms of natural gas. In 2016, Energy Trust saved 18.1 average megawatts and 2.7 million annual therms by helping residential customers make improvements at more than 74,000 homes. Home builders received technical and financial assistance to construct 4,200 energy-efficient EPS™ homes, while shoppers gained access to more lighting choices at retail stores and purchased almost 3.8 million reduced-price LEDs with assistance from Energy Trust.
