Contracting opportunity: Residential programs

In April 2022, Energy Trust of Oregon will release a Request for Proposals (RFP) to select an implementation contractor(s) to manage and deliver Energy Trust’s Residential program s for a 3-5 year contracting term. These programs support residential customers to save energy and install solar.

Energy Trust encourages firms that are certified by Oregon’s Certification Office for Business Inclusion and Diversity (COBID) as minority-owned, women-owned, service-disabled veteran-owned businesses, and emerging small businesses to learn about this opportunity and submit a proposal as a prime contractor, or join an implementation team as a subcontractor. Energy Trust will require a minimum of 20% of the value of contracts (not including incentive budgets) to be delivered by COBID-certified firms (unless the primary respondent is COBID-certified). Energy Trust will hold two virtual/online events prior to the release of the RFP. The first will help potential bidders learn more about Energy Trust’s Residential program and the desired program management and delivery services. The second will offer an opportunity to connect with other bidders and create implementation teams.

NETWORKING EVENT FOR RESIDENTIAL PROGRAM IMPLEMENTERS AND SUBJECT MATTER EXPERTS

This online event will offer an opportunity to build relationships by facilitating networking among companies who may wish to team up to provide the required implementer qualifications and expertise including:

  • Program management/budgeting and forecasting
  • Outreach/account management
  • Engineering/technical analysis/measure development
  • Contractor network management/field support
  • Marketing
  • Customer call center and incentive processing
  • Low- and moderate-income services
  • Diversity, equity, and inclusion program delivery
  • Community engagement

During this two-hour session, firms will have an opportunity to briefly introduce their company, areas of specialization, and qualifications that are relevant to Energy Trust’s Residential program. Firms must register in advance and provide background information on their organizations to make an introduction during the event—one presenter per firm.

After the event, all participants will receive contact information for all participating firms and can follow up as desired for further discussions.
