Building and pipe insulation

Proper building and pipe insulation are essential to save energy, lower heating and cooling costs, reduce outside noise and provide comfort year-round.

    Energy Trust provides cash incentives to Oregon businesses for energy-efficiency and renewable energy projects. To qualify, you must:

    • Be served by Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas or Avista and contribute to the public purpose charge. Check your utility bill or contact us if you have questions.
    • Have a project site in Oregon.
  2. Select equipment that qualifies for Energy Trust incentives.

    Your trade ally or vendor can help you get started. Be sure to check all of the “Qualifying Criteria” on the incentive application to ensure that your equipment qualifies for Energy Trust incentives.

  3. Purchase and install equipment.

  4. Complete the appropriate incentive application for your cash incentive.

    You must return a completed and signed incentive application with your invoices for your equipment to Energy Trust within 180 days of purchase and before the end of the calendar year to receive your incentive.

  5. Receive your incentive.

Customers may receive cash incentives up to $250,000 per site, per year. See Form 420IN  for additional requirements. Incentives are subject to funding availability and may change.

Energy Trust offers the following cash incentives when energy-efficient insulation is installed in industrial facilities. Indoor grow operations are not eligible for commercial or industrial insulation incentives.

Building and Pipe Insulation Incentive Requirements
Attic insulation* $0.60 per square foot

New insulation must be ≥ R25.

Roof insulation* $0.50 per square foot

If no existing insulation, new insulation must be ≥ R15.

Roof insulation* $1.00 per square foot

If no existing insulation, new insulation must be >= R30.

If existing insulation <= R5; new insulation must be ≥ R30.

Wall insulation* $0.60 per square foot

New insulation must be ≥ R20.

Pipe insulation, domestic hot water** $15.00 per lineal foot

If pipe diameter is ≤1.5″, the minimum thickness is >1.5″; if pipe diameter is >1.5″, the minimum thickness is 2.0″.

Pipe insulation, low-pressure steam** $15.00 per lineal foot

If pipe diameter is ≤1.5″, the minimum thickness is >1.5″; if pipe diameter is >1.5″, the minimum thickness is 2.0″.

Pipe insulation, med-pressure steam** $15.00 per lineal foot

If pipe diameter is ≤1.5″, the minimum thickness is >1.5″; if pipe diameter is >1.5″, the minimum thickness is 2.0″.

*No existing insulation, unless existing is damaged or missing. Damaged or missing insulation must be prequalified and documented by the installation contractor.

**No existing insulation. Limited-time bonus. To qualify, equipment must be purchased on or after 3/1/22 and installed by 12/1/22.
